“激发创造力”我们官方给的是unlock
，有同学肯定会想，我用inspire不行吗?那我们就一起来看看这两个词有什么区别吧!inspire是“toencouragesomeonebymakingthemfeelconfidentandeagertodosomething
” ，后面接的宾语一般为人
。而unlock是”todiscoversthandletitbeknown ”
，后面跟的是多为物，比如潜力 ，秘密一类的。所以呀
，这里用unlock更为精准呢 。

Withacommitmenttoinnovation-drivendevelopment,andafocusonunlockingpubliccreativity,wehaveachievedaremarkableimprovementinourgeneralcapacityformakinginnovationsandforseeingthatinnovationdelivers.

2、实施创新驱动发展战略，优化创新生态 ，形成多主体协同
、各层次推进的创新局面
。

这里最让大家困惑的应该就是后半句的翻译了
，大家可能会纳闷actor不是演员的意思吗?为什么会在我们政府工作汇报里出现?actor这个单词大家都知道是演员的意思，但是它还有个僻义是参与者“aparticipantinanactionorprocess
”的意思。

Wehaveputintoactiontheinnovation-drivendevelopmentstrategyandworkedtobuildabetterecosystemforinnovation,givingshapetoinnovationinvolvingmultipleactorsmakingacross-the-boardadvances.

3、扩大科研机构和高校科研自主权 ，改进科研项目和经费管理，深化科技成果权益管理改革 。

自主权这个词的翻译也很精妙
，大家估计第一反应是autonomy，这个词有两个意思 ，一个是自治权“freedomthataplaceoranorganizationhastogovernorcontrolitself”
，一般我们说少数民族自治区会用到它
。另一层意思是，自主权“theabilityoropportunitytomakeyourowndecisionswithoutbeingcontrolledbyanyoneelse ”。这里指的应该是第二层意思 ，但是为了避免歧义
，官方给出了sayover这个短语，清晰明了的指出 ，他们拥有的是话语权 。

。

这句话需要掌握的表达有“国家自主创新示范区nationalinnovationdemonstrationzones
”和“区域创新高地regionalinnovationhubs”。这里高地不是指海拔上的高 ，不是要高于其他地方
，而是成为中心的意思 。所以用了hub“thecentralandmostimportantpartofanarea,system,activityetc,whichalltheotherpartsareconnectedto ”一词
。

WehavesupportedBeijingandShanghaiinbuildingthemselvesintocentersforscientificandtechnologicalinnovation,andsetup14newnationalinnovationdemonstrationzones,thuscreatinganumberofregionalinnovationhubs.

5、深入开展大众创业 、万众创新，实施普惠性支持政策 ，完善孵化体系。

这里需要注意开展launch，实施adopt
，完善improve三个动词的选用 。大众和万众用了nationwide一次十分直观的表达出来。

Wehavelaunchedandtakenboldmovesinthenationwidebusinessstartupandinnovationinitiative,adoptedsupportpoliciesdesignedtobenefitallentrepreneursandinnovators,andimprovedtheincubationsystem.

、我国科技创新由跟跑为主转向更多领域并跑、领跑，成为全球瞩目的创新创业热土
。

领跑这里用了leadingthepack ，这是一个谚语
，thepack是指同一类动物(事物)组成的团队，leadingthepack指的就是领头羊啦。“创新热土
”指的是适合创新的环境 ，这里用了fertile一词
，大家都知道它有肥沃的意思，它还有一层引申义就是有助于…发展的“afertilesituationisoneinwhichsomethingcaneasilydevelopandsucceed” 。

Chinahasshiftedplace,fromfollowingotherstokeepingpaceandevenleadingthepackinmoreandmoreareas.Ourcountryhasbecomeagloballyrecognizedfertilegroundforinnovationandbusinessventures.
