Privatecitizensandorganizationscanservenotonlyaswatchdogsforgovernmentaction,buttheycanalsoplayavitalroleinpromotingintegritywithintheirownspheresofinfluence.ThisprinciplehasbeenenshrinedintheU.N.ConventionAgainstCorruption(UNCAC),thenearlyuniversal–ratifiedby158countriesandtheEuropeanUnion–andmostcomprehensiveinternationalanti-corruptiontreaty.Broadcoverageofpreventiveandpunitivemeasures,provisionsoninternationalcooperationandthereturnoftheproceedsofcorruptionandamechanismtomonitortheimplementationofthetreatymakeitapotentweaponagainstnationalandtransnationalcorruption.
