1,AstheUN’sglobaldevelopmentnetworkUNDPrecognizesthatclimatechangecallsforanewdevelopmentparadigm,onethatmainstreamsclimatechangeintodevelopmentplanningatalllevels,linksdevelopmentpolicieswiththefinancingofsolutionsandhelpscountriesmovetowardslesscarbonintensive,yetsustainableeconomies.In2008,UNDPendorsedanewclimatechangestrategy,whichsupportsthecapacityofdevelopingcountriestomakeinformedpolicyandinvestmentdecisionstohelpreducegreenhousegasemissions,reducepovertyandacceleratetheachievementoftheMDGs.ThestrategyalsosetsouthowUNDPworkswithUNagencies,theGlobalEnvironmentFacility(GEF)–consistingofUNDP,theUNEnvironmentProgramme(UNEP)andtheWorldBank.

UNDPpromotesbothclimatechangemitigationandadaptationeffortssincebothareessentialtomeettheclimatechangechallenge.Onmitigation,UNDP’seffortsincludepromotinggreaterenergyefficiencyinallsectorsanduses,increasedutilizationofawiderangeofrenewableenergies,increasedenergyaccessforthepoor,policyreformandcapacitydevelopment.Ontheadaptationside,UNDPsupportscountriesastheyworktointegrateclimaterisksintonationaldevelopmentpolicyandplans,developfinancingoptionstomeetnationaladaptationcostsandshareadaptationknowledgeandexperiences.UNDP’svalue-addedinpreventingandmitigatingtheeffectsofclimatechangeliesinitsstrongpresenceonthegroundin166countriesintermsofbothoperationalcapacityandexpertise,includingbothexpertsonclimatechangepolicyandprofessionalsinprojectdevelopment,acombinationthatallowsUNDPtoeffectivelyimplementprojectsatthecountrylevel.Forexample,oncethefinalagreementonthenewKyotoProtocolismade,UNDPwillhelpmembercountriestoapplyforandmanagefundsandtechnologyastheyworktofulfilltheirpartinanewglobaldealoncarbonemissions.Infact,UNDPhaslaunchedagroundbreakingcapacitydevelopmentinitiativethatisworkingwith13African,AsianandLatinAmericanandCaribbeandevelopingcountriestochoosethreekeysectors–forexample,energy,agricultureandtourism–inpreparationforanationalinter-ministerialworkshoponnationalclimateactionsandtheBaliActionPlan.Oncethesesectorsareidentified,UNDPwillsupportcountriesinassessingthemagnitudeandintensityofnationaleffortsneededtotackleclimatechange,aswellasprovidemoreaccurateestimatesforthefundsneededtoimplementmitigationandadaptationactions.

Astheeffectsofclimatechangeareincreasinglyfeltintandemwiththeeffectsoftheeconomiccrisis,opportunitiesarearisingforrealdevelopmentchange.UNDPisdevelopingnewpartnerships,planningtools,publicpoliciesandfinancialinstrumentsthathelptransformandcreatemarketsthatworkforpeopleandtheenvironment.Byhelpingtoprotectforestsaroundtheworld,UNDPbothprotectscommunitylivelihoodsandhelpstodrivedowncarbonemissions.TheIntergovernmentalPanelonClimateChangeestimatesthatthecuttingdownofforestsisnowcontributingcloseto20percentoftheoverallgreenhousegasesthatareenteringtheatmosphere,makingthegoalofreducingdeforestationanurgentandimmediateone.
