”,anditsimpactoneconomicgrowthisincreasinglyevident.First,inthefuture,declininglaborsupplyandrisinglaborcostwillhaveanegativeimpactonthecorporatesector,especiallylabor-intensiveenterprises.Second,therisingelderdependencyratiowillaffecthouseholds’savingamountandthepropensitytosave,andindirectlyaffectcorporatesavingbehaviorsbydepressingcorporateprofits.Thedeclineinsavingswillreducethesourceofinvestmentfunds,andinturnaffectthepriceoffunds.Third,agingpopulationwilladdtofiscalburden.Comparedwithdevelopedcountries,China’ssocialsecuritylevelisrelativelylow,boththepensionfundsandmedicalinsurancesystemfacetheproblemsofinsufficientfundingandinadequatecoverage,andthereareshortfallsinmanylocalities.AsChina’ssocialsecuritysystemisgraduallyimproved,thelevelofpensionscontinuestorise,andthehealthinsurancecoverageexpands,inthefuturefiscalexpendituresresultingfromagingpopulationwillgrewrapidly,addingtoincreasingfiscalpressures.

Sincepopulationagingisalong-termissueinChina,measuresshouldbetakencontinuouslytopromoteurbanizationandbalancedregionaleconomicdevelopment,andtofacilitatethetransferandreemploymentofsurpluslaborintheruralarea.Furthermorethefollowingmeasuresshouldbetaken:increasehumancapitalinput,andimprovelaborquality;vigorouslypromotetechnologicalinnovationandupgradeindustrialstructuretooffsetthegraduallossoflaboradvantageviatechnologicalprogress;acceleratethebuildingofthesocialsecuritysystem,andcontinuetoexpandthecoverageofpensionfundsandmedicalinsurancestograduallyupgradethesocialsecuritylevel.
