Theyear1983began–andended–withanunusualoilcrisis:fearsthatthepriceofcrudewouldgonotupbutdown.OPEClookedasifitmightsplitapart,andasthecrisisdeepened,itshowedhowoilhadseepedintoeverycorneroftheworldeconomy.Currenciesmovedupanddownwitheachday’soilnews,andbankersbecameawareofhowmuchtheirloanstooilcountriesdependedonkeepinguptheprice.WhenOPECpatchedupitsquarrelsandagreedtolimitproduction,nobodywasquitesurewhatwaskeepinguptheprice.Whatwasclearwasthatmanycountriesandinstitutions,fromBritaintoMexico,fromCitibanktoExxon,hadvirtuallybecomeunofficialmembersofOPEC,tryinghardtokeepthepricesteady.

Butastheoildramaplayedon,itbegantobeeclipsedbythewiderproblemofcountrydebt.ThenearcollapseofMexicoinmid-1982hadbeenprecipitatedbythefallingoilprice,butthecrisisofcreditthatfollowedaffectedallLatinAmericancountriesashighinterestratesandthehighdollarmadetheirrepaymentsstillmoreexpensive.ThedebtcrisisspreadbeyondLatinAmericaintoAsiaandAfrica.Thebalanceoffearbetweencountriesandbanks,lockedinasituationinwhicheachsidecouldruintheother,wasbeginningtoseemlikethecommercialequivalentofthenuclearbalanceofterror.ItalsogaveanewdimensiontotheoldNorth-Southdivide:wouldtheSouthfindthattheirdebtswouldforcetheNorthtotakerealnoticeoftheirproblems?
