时代背景

2.Wearemindfulthattheworldeconomyisundergoingprofoundchanges,presentingbothopportunitiesandchallenges.Thisisaneraofopportunity,wherecountriescontinuetoaspireforpeace,developmentandcooperation.TheUN2030AgendaforSustainableDevelopmentwiththesetofSustainableDevelopmentGoalsatitscoreprovidesanewblueprintofinternationalcooperation.

2.当前，世界经济深度调整 ，机遇与挑战并存。这是一个充满机遇的时代
，各国都在追求和平
、发展与合作 。联合国2030年可持续发展议程为国际发展合作描绘了新蓝图
。

3.Inthiscontext,wewelcomebilateral,triangular,regionalandmultilateralcooperationwherecountriesplaceemphasisoneradicatingpoverty,creatingjobs,addressingtheconsequencesofinternationalfinancialcrises,promotingsustainabledevelopment,andadvancingmarket-basedindustrialtransformationandeconomicdiversification.Wenotewithappreciationthatvariousdevelopmentstrategiesandconnectivitycooperationinitiativeshavebeenputforward,providingbroadspaceforstrengtheninginternationalcooperation.

3.在此背景下，我们欢迎各国积极开展双边、三方 、区域和多边合作 ，消除贫困
，创造就业，应对国际金融危机影响 ，促进可持续发展
，推进市场化产业转型，实现经济多元化发展。我们高兴地注意到 ，各国发展战略和互联互通合作倡议层出不穷，为加强国际合作提供了广阔空间 。

4.Wefurtherrecognizethechallengesthattheworldeconomyfaces.Whileitiscurrentlyexperiencingmodestrecovery,downsiderisksremain.Thegrowthofglobaltradeandinvestmentremainstempered,andtherules-basedmultilateraltradingregimeisyettobestrengthened.Allcountries,especiallydevelopingones,stillfacecommonchallengesoferadicatingpoverty,promotinginclusiveandsustainedeconomicgrowth,andachievingsustainabledevelopment.

4.我们进一步认识到
，世界经济面临诸多挑战，虽在缓慢复苏 ，但下行风险犹存
。全球贸易和投资增长依然低迷
，以规则为基础的多边贸易体制有待加强。各国特别是发展中国家仍然面临消除贫困
、促进包容持续经济增长、实现可持续发展等共同挑战 。

5.NotingthattheSilkRoadEconomicBeltandthe21stCenturyMaritimeSilkRoad(TheBeltandRoadInitiative)cancreateopportunitiesamidstchallengesandchanges,wewelcomeandsupporttheBeltandRoadInitiativetoenhanceconnectivitybetweenAsiaandEurope,whichisalsoopentootherregionssuchasAfricaandSouthAmerica.Byprovidingimportantopportunitiesforcountriestodeepencooperation,ithasachievedpositiveoutcomesandhasfuturepotentialtodelivermorebenefitsasanimportantinternationalinitiative.

5.我们注意到，“丝绸之路经济带”和“21世纪海上丝绸之路 ”(“一带一路
”倡议)能够在挑战和变革中创造机遇 ，我们欢迎并支持“一带一路”倡议
。该倡议加强亚欧互联互通
，同时对非洲 、拉美等其他地区开放。“一带一路 ”作为一项重要的国际倡议，为各国深化合作提供了重要机遇 ，取得了积极成果

、以平等、开放 、透明为原则的欧亚伙伴关系
、南美洲区域基础设施一体化倡议、东盟互联互通总体规划2025 、欧亚经济联盟2030年经济发展基本方向

7.Wereaffirmoursharedcommitmenttobuildopeneconomy,ensurefreeandinclusivetrade,opposeallformsofprotectionismincludingintheframeworkoftheBeltandRoadInitiative.Weendeavortopromoteauniversal,rules-based,open,non-discriminatoryandequitablemultilateraltradingsystemwithWTOatitscore.
